According to Down Detector, the issues started at around 13:13 BST and affected users worldwide.
A Twitter spokesperson told MailOnline: ‘Some people in Europe experienced issues Tweeting due to an external access issue. This issue has since been resolved.’

Of those who reported issues, 56 per cent said they were having problems with the website, 37 per cent with the app, and seven per cent with their feed.

Several frustrated users managed to get onto Twitter to voice their annoyance at the outage.
One wrote: ‘Why is Twitter working on my phone but not on my computer? Anyone else?’
Another said: ‘How is Twitter not working with my broadband, but works perfectly fine with my mobile data, and yet my broadband is having no issues with any other site or service?’
And one joked: ‘Twitter just went down and I had no where to complain about Twitter going down.’
